The Clean Technology Centre has been commissioned by the EPA to write the Fourth Report on the implementation of Directive 1999/13/EC on the limitation of emissions of volatile organic compounds due to the use of organic solvents in certain activities and installations in Ireland. This report covers the reporting period 1 January 2011 – 31 December 2013. CTC has also prepared the previous 3 reports on behalf of the EPA.

This study, which CTC is doing for the Office of Environmental Enforcement (OEE) of the EPA, is being carried out in accordance with the questionnaire for Member States contained in Commission Decision 2010/681/EC.

Under Council Directive 1999/13/EC on the limitation of emissions of volatile organic compounds due to the use of organic solvents in certain activities and installations, Member States are required to report to the Commission every three years on the implementation of the Directive as set out in Article 11(1).
